Many Nepali students have a clear picture of life in Europe: a quiet campus, a small apartment, a degree that opens doors. Then one test score gets in the way. IELTS, the exam everyone talks about, suddenly feels like a locked gate.
The waiting is the painful part. Exam fees add up. A band score that falls just 0.5 short can mean another month of study and another test date. Meanwhile, deadlines get closer, and friends who sorted their papers early are already booking flights.
Here is the honest good news. In some cases, you can study in Europe without IELTS, but only when your chosen university and programme accept another proof of English. No country says yes to everyone. In this guide, our counsellors at Education Tree Global explain which alternatives exist, where they work, where they do not, and what to check first. Think of it as a map, not a magic trick.
Can You Really Study in Europe Without IELTS?
Short answer: sometimes. Longer answer: you still need to show your English, just not always with an IELTS certificate. The rule depends on the university and the programme, not simply the country.
Think of entering a cinema. The staff want to know you have a valid ticket, but each cinema accepts different kinds of tickets. Universities see English the same way. They need proof that you can follow lectures, write assignments, and talk with classmates. IELTS is only one ticket among several.
That is why study abroad in Europe attracts so many Nepali students. Many European universities teach whole degrees in English, and several accept other proof of English.
Here is what universities may look at instead:
- Another recognised English test
- Earlier studies in English, if that university and programme accept them
- The university’s own English check or interview
- Your grades and subject background
You may also hear the term English proficiency waiver. It means a university excuses you from a language test because your earlier education already proves your English. Not every university offers it, and each one decides which countries and qualifications it accepts.
What an MOI Certificate Can and Cannot Do
A Medium of Instruction (MOI) Certificate is a letter from your school or college saying your course was taught and examined in English. It confirms the language of your earlier studies. It does not give you a score.
That is why results differ so much:
- Some universities accept it, with conditions. Riga Technical University in Latvia, for example, says it can accept a confirmation letter from your school or university, but it may still ask for an official certificate.
- Some do not. The University of Bayreuth in Germany says English-taught studies do not automatically replace a language certificate. For its Computer Science master’s, proficiency letters are not accepted.
- Some set country rules. On the official Swedish admissions page for Nepal, upper secondary studies completed in Nepal do not meet the English requirement.
- Some ask for separate proof, or only accept degrees from specific countries or recognised institutions.
So the golden rule is simple: get written confirmation from university admissions before you apply. Ask your college for the letter early, because it can take weeks.
Other Ways to Prove Your English
If an MOI is not accepted, these are the common options:
- TOEFL iBT: Scoring changed on 21 January 2026. Universities now publish scores on the old 120-point scale, the new 1 to 6 scale, or both. Check which one your university uses. Our TOEFL preparation classes can help.
- PTE Academic: A computer-based test with quick results. See our PTE preparation classes.
- Duolingo English Test: Taken at home on a laptop. Fewer universities accept it, so check first. Read more about Duolingo.
- Cambridge exams or the university’s own test: Accepted by some programmes only.
Minimum scores vary a lot. These examples are illustrative, not universal requirements:
| University | TOEFL iBT | PTE Academic | IELTS | Duolingo |
| Bayreuth (B2 guidance, English-taught programmes) | 80 (old scale) or 4.0 (new) | 60 | 6.5 | Not accepted |
| Riga Technical University (university-wide) | 72 | 59 | 5.5 | 95 |
| University of Turku (doctoral level) | 92 (old) or 4.5 (new) | 68 | 6.5 | Not listed |
Bayreuth says its scores are guidance, and individual programmes may ask for more or less. The Riga page was last updated in February 2024, so confirm the current figures.
Without IELTS Study in Europe Country List: Where Can You Go?

Verified Universities in Europe Without IELTS: What Official Pages Say
Search online and you will find endless lists of “no IELTS” universities. Many are outdated or wrong. We do not call any university “No IELTS Required” unless a programme page proves it. Here is what we confirmed on official pages:
| University | Programme and level | Accepted English proof | MOI for Nepali applicants | Official link |
| University of Bayreuth, Germany | English-taught master’s, usually B2. Examples: Computer Science, Intercultural Anglophone Studies | Tests such as IELTS, TOEFL iBT, PTE Academic, Cambridge. Duolingo not accepted | Not stated for Nepal. Letters not accepted for Computer Science. Other programmes: ask the coordinator | Bayreuth |
| Riga Technical University, Latvia | English-taught programmes, B2 minimum | IELTS 5.5, TOEFL iBT 72, PTE 59, Duolingo 95, Cambridge FCE | School or university confirmation letter may be accepted if no test; RTU may ask for a certificate | RTU |
| University of Copenhagen, Denmark | Master’s programmes (example: Biology) | IELTS Academic, TOEFL iBT, Cambridge Advanced or Proficiency | MOI not listed. Nationality is not proof | Copenhagen |
Even for these, confirm with admissions for your intake, because the Riga page dates from 2024. Use this checklist for any university:
- Open the programme page and find the English requirements.
- Look for MOI, “previous education in English”, or “equivalent proof”.
- Email admissions: “Do you accept an MOI letter from a Nepali college for this programme?”
- Save the written reply.
Germany: Low Costs, But Not Always Free
Germany is the first name on many lists of students who want to study in Europe without IELTS. It offers many English-taught programmes, especially at master’s level, and many public universities charge little or no tuition.
But exceptions exist:
- Baden-Württemberg charges non-EU students €1,500 per semester
- Bavaria allows universities to charge non-EU students, and the Technical University of Munich (TUM) has done so since winter semester 2024/25
- All students pay a semester contribution
MOI acceptance depends on the university and the programme. Bayreuth, for example, tells applicants to ask the programme coordinator. Some English-taught master’s programmes also ask for basic German (A1 at Bayreuth) after you arrive. Bachelor’s applicants may need a foundation year (Studienkolleg) if their school results are not directly recognised.
So start with documents, not dream cities. Collect transcripts, your MOI letter if you have one, and a clear statement of purpose. Our guide on writing a SOP can help. Add your ETG Germany page link here if one exists.
Finland: Calm and Practical, But Not an Easy MOI Route
Finland offers English-taught degrees in business, nursing, IT, and engineering. Many students love the practical teaching and small classes. Scholarships exist, but tuition fees usually apply to non-EU students in English-taught degrees.
On English, Finland is strict. Finnish universities have specific language requirements, and some accept recognised tests or qualifying previous education. MOI from Nepal alone is generally not sufficient. University of Eastern Finland says only the methods listed for your programme will be accepted. University of Turku’s published degree exemptions cover degrees completed in English in the EU/EEA and a list of other countries, and Nepal is not on that list.
So Finland is not an easy MOI-based destination. Plan for a recognised English test unless your programme page clearly says otherwise. For fees, cities, and intakes, read our guide to study in Finland.
Sweden and Denmark: Strict English Rules
Both countries have specific English requirements, and an English-medium degree does not automatically qualify you.
Sweden:
- Most master’s programmes need English 6, a Swedish school level
- Nepal has its own requirements. Upper secondary studies from Nepal do not meet the English requirement
- Master’s applicants need a 4-year bachelor’s degree
- You can show English through approved tests or certain qualifying university studies
Denmark:
- English B is the minimum, and some programmes need English A
- Institutions set their own score levels
- The University of Copenhagen accepts IELTS Academic, TOEFL iBT, or Cambridge exams, and says nationality is not proof of English

Will the Embassy Ask for IELTS? Visa Basics
Admission and immigration are two separate steps. A university offer without IELTS does not automatically mean visa approval without IELTS.
For a Europe student visa without IELTS, check the official immigration authority, because some may ask for language evidence or hold an interview. Also remember that most students do not use a short-stay Schengen visa. Many countries issue a national long-stay student visa or a residence permit, and the rules differ from short-stay visas.
Check the official pages:
- Germany: Federal Foreign Office
- Finland: Migri
- Sweden: Swedish Migration Agency
- Denmark: New to Denmark
Documents students commonly prepare:
- University offer letter
- Passport and photos
- Proof of funds
- Health insurance and accommodation details
- Academic papers and English proof
- NOC from Nepal where required. See our NOC guide
Your course, funds, and plans should tell one clear, consistent story.
A Simple Plan for Nepali Students
If you are a Nepali student who wants to study in Europe without IELTS, follow this order.
Here is a made-up example. Imagine a student named Anish from Butwal. His college could give him an MOI letter, but he first checked his chosen programme. It asked for a test, so he booked PTE instead. Checking first saved him from a surprise.
- Shortlist 3 to 5 programmes.
- Check each programme’s English rule on the official page.
- Ask admissions in writing whether your MOI is accepted.
- Choose a test if needed. Compare options in our IELTS vs PTE guide.
- Prepare documents and apply early.
Plan money too. See education loans in Nepal and scholarships for study abroad.
Common Mistakes to Avoid
Many students who study in Europe without IELTS run into the same problems:
- Believing “no IELTS” means “no English proof”
- Trusting promises of guaranteed admission, scholarships, or visas
- Judging a university by an old online list
- Paying for a test before checking what the programme accepts
- Skipping written confirmation from admissions
- Forgetting that visa rules are separate from admission rules
If your dream programme needs IELTS, our IELTS preparation classes can help.

Frequently Asked Questions
- Can Nepali students study in Europe without IELTS?
Sometimes. It depends on the university and programme. You still need English proof, such as another test, qualifying earlier study, or the university’s own check. - Which European universities accept MOI from Nepal?
There is no safe blanket list. Riga Technical University can accept a confirmation letter in some cases, but the University of Bayreuth does not accept proficiency letters for its Computer Science master’s. Always ask admissions in writing. - Is MOI accepted in Germany?
Not as a general rule. Acceptance depends on the university and programme. Bayreuth says English-taught degrees do not automatically replace a language certificate. - Can I study in Finland without IELTS?
Only if your programme accepts another proof. Finnish universities list specific methods, and MOI from Nepal alone is generally not sufficient. - Which countries accept PTE or TOEFL?
Many universities do, but acceptance varies. Bayreuth and Riga Technical University accept both. The University of Copenhagen lists TOEFL iBT but not PTE. - Can I get a European student visa without IELTS?
Admission and visa rules are separate. Some authorities may ask for language evidence or an interview, so check the official immigration website. - Is Duolingo accepted in European universities?
Some accept it, but many do not. Riga Technical University lists it, while Bayreuth does not accept it and Turku’s doctoral list does not include it. - Does an IELTS waiver guarantee visa approval?
No. A waiver only affects admission. Visa decisions also depend on funds, documents, and your study plan.
